SÜRDÜRÜLEBİLİR SPOR TESİSLERİ YÖNETİMİ: YEREL YÖNETİMLERDE “YEŞİL STADYUM” UYGULAMALARI VE ÇEVRESEL FARKINDALIK

SUSTAINABLE SPORTS FACILITY MANAGEMENT: AN INVESTIGATION OF “GREEN STADIUM” APPLICATIONS AND ENVIRONMENTAL AWARENESS IN LOCAL GOVERNMENTS

Abstract

This study aims to investigate the level of compliance with environmental sustainability principles in sports facilities under the responsibility of local governments and to reveal the administrative visions of facility managers regarding the “Green Stadium” phenomenon. In today’s world, where the ecological footprint of the sports industry is steadily increasing within the context of the global climate crisis, the role of local governments in this process carries strategic importance. The research adopted the phenomenology design, one of the qualitative research methods. The study group consists of 15 senior sports directors and facility managers working in various local government units in Türkiye, determined through purposive sampling. Data were collected via a semi-structured interview form developed by the researcher and structured with expert opinions. Content analysis results of the obtained data indicate that participants largely define the concept of sustainability within the axis of “economic efficiency” and “reduction of operational costs” (electricity, water, and maintenance expenses), yet they lack a comprehensive management strategy encompassing ecological and social dimensions. Findings of the research identify high initial investment costs, technical/structural inadequacies of existing buildings, and a lack of expert personnel in sustainable energy management as the primary barriers to green transformation processes in facilities. Furthermore, it was determined that awareness regarding international “Green Building” certification processes (LEED, BREEAM, etc.) remains limited, and such initiatives are not among the priority plans of local governments. The research highlights the critical importance of professionalizing sports facility management in local governments, implementing an administrative paradigm shift focused on sustainability, and establishing central government-supported incentive mechanisms for green facility projects. This study aims to provide practical and theoretical contributions to the policy-making processes oriented toward sustainability in the field of sport management.

Öz

Bu çalışma, yerel yönetimlerin sorumluluğu altındaki spor tesislerinin çevresel sürdürülebilirlik ilkelerine uyum düzeyini incelemeyi ve tesis yöneticilerinin “Yeşil Stadyum” olgusuna yönelik yönetsel vizyonlarını ortaya koymayı amaçlamaktadır. Küresel iklim krizi bağlamında spor endüstrisinin ekolojik ayak izinin arttığı günümüzde, yerel yönetimlerin bu süreçteki rolü stratejik bir önem taşımaktadır. Araştırmada nitel araştırma desenlerinden olgu bilim (fenomenoloji) tasarımı benimsenmiştir. Çalışma grubunu, amaçlı örnekleme yöntemiyle belirlenen ve Türkiye’deki farklı yerel yönetim birimlerinde görev yapan 15 üst düzey spor müdürü ve tesis yöneticisi oluşturmaktadır. Veriler, uzman görüşleriyle yapılandırılan yarı yapılandırılmış görüşme formu aracılığıyla toplanmıştır. İçerik analizi sonuçları, katılımcıların sürdürülebilirliği büyük oranda “ekonomik verimlilik” ve “işletme maliyetlerinin düşürülmesi” ekseninde tanımladıklarını, ancak ekolojik ve toplumsal boyutları içeren kapsamlı bir yönetim stratejisinden yoksun olduklarını göstermektedir. Bulgulara göre, yeşil dönüşümün önündeki temel engeller; yüksek ilk yatırım maliyetleri, yapıların teknik yetersizliği ve uzman personel eksikliğidir. Ayrıca, uluslararası “Yeşil Bina” sertifikasyon süreçlerine (LEED, BREEAM vb.) yönelik farkındalığın sınırlı kaldığı ve bu girişimlerin yerel yönetimlerin öncelikli planları arasında yer almadığı tespit edilmiştir. Araştırma, spor tesisi yönetiminin profesyonelleşmesi, sürdürülebilirlik odaklı bir paradigma değişimi ve yeşil tesis projelerine yönelik merkezi teşvik mekanizmalarının kritik önemini ortaya koymaktadır. Bu çalışma ile spor yöneticiliği literatüründe sürdürülebilirlik odaklı politika yapım süreçlerine pratik ve kuramsal katkılar sunulması hedeflenmektedir.
